The plates were on my Holden Rodeo (now deregistered and retired!) for about 30 years.
They were ordered as part of and Apex Service Club Fund Raiser and I was a member at the time. Hence the Apex insignia and description.
Also, I believe they were a mistake in that the format was meant to be 3 letters 2 digits ie ABC 12. I misinterpreted and ordered R(zero)DE(zero) and got it!
